Job Purpose

 

 

To provide a professional Building Surveying and Facilities Management service.

 

Responsible for managing Council owned buildings, budgets and contractors, carrying out planned maintenance programmes and improvement schemes, along with management of the DDA, asbestos and legionella plans and programmes, energy conservation works and assisting with reactive maintenance projects. Works are to be carried out in accordance with health and safety legislation and will require knowledge of CDM regulations.

 

To carry out condition, dilapidation and other building surveys, and to project manage work projects and schemes, including refurbishment, alterations and renovation schemes and to assist with the day to day maintenance and repairs

 

 

 

Responsibilities & Duties

 

 

  1. To carry out a full range of building surveying services including building surveys, schedules of condition, dilapidations schedules, energy efficiency plans, accommodation reviews, planned and cyclical maintenance programmes.
  2. To carry out inspections, prepare reports, schedules and specifications and effect schemes of building works and to set up programmes of planned maintenance, taking into account relevant legislation
  3. To develop a long term strategy for effective repairs of property;
  4. To assist in managing works orders using the Technology Forge Helpdesk.
  5. To ensure that all works programmes are achieved within the timescales and budget limits set.
  6. To assist in project/contract management of schemes from project inception to completion in adherence to RICS terms and conditions;
  7. Preparation of specification, drawings, contract documents and cost estimates for building works and projects;
  8. Production of CAD drawings;
  9. Drawing up risk assessments and the identification of potential risk and apply appropriate control measures;
  10. Manage contractors undertaking a variety of construction related projects.
  11. The administration of JCT minor works contracts and JCT intermediate contracts:
  12. To prepare feasibility studies and costings for projects;
  13. To liaise with all stakeholders involved in projects including clients, contractor, politicians and end-users;
  14. To ensure that financial and control regulations, contract standing orders and procedures are adhered to;
  15. To manage plans for DDA, Asbestos, Legionella and other Health and Safety plans and programmes and to keep up to date with legislation and to provide advice on requirements 
  16. To be conversant with policies and technical memoranda of other bodies and government departments having an input into maintenance works (legionella, asbestos, DDA requirements etc) and to ensure that projects are carried out using the latest and most efficient materials.
  17. To assist in implementing and assist in controlling those aspects of health and safety under his/her control, ensuring contractors carrying out the work comply fully with all aspects of the Council’s Health and Safety Policies, and contractors method statements and risk assessments.
  18. To assist in monitoring consumption, and assist in managing and implementing the council’s Energy Strategies. This involves carrying out surveys to identify energy efficiency saving potential in operational buildings. To analyse monitoring information and identify and implement target energy savings to reduce use of energy within Council buildings
  19. Provide cover for the Property Services Manager during periods of extended absence for those areas of responsibility relating to this postholder’s duties.
  20. To ensure quality of service delivery in accordance with appropriate professional standards and codes of practice
  21. To advise the council of new practices or technological developments, which may provide opportunities for innovation, improvement and development
  22. To contribute suggestions/new ideas for improvements to service delivery.
  23. To assist in the implementation of all property initiatives and changes including the implementation and management of:
  • Technology Forge;
  • Project Management systems and procedures;
  • Implementing key performance indicator monitoring and reporting system
  • Implementation of a comprehensive time-management and project accounting system

 

  1. As well as the matters set out above and in the service will include:
  • Any activity reasonably included within Property Services generally;
  • All planned service enhancements agreed by the Leadership Team;
  • Delivery in accordance with appropriate professional standards and codes of practice;
  • To investigate and maximise the funding opportunities available to the Council and other clients.

  • That the Council’s financial systems and regulations are adhered to and assist the Head of Service to prepare annual estimates for the income and expenditure of the Team, monitor the Team’s expenditure against budget and take all necessary corrective action;
  • The security and maintenance of equipment and/or premises which are the responsibility of the team including high value transport and information technology;
  • The high standard and accuracy of information produced by you and the Team and to undertake any roles and specific duties in line with the Council’s Data Quality Policy;
  • Good information security, observing all relevant legislation, policies, procedures and supporting documentation.
  • In line with the Digital Strategy you will actively promote the use of digital systems in all aspects of work.

 

Your responsibilities regarding Health and Safety will include:

 

  • Promoting and applying good standards of health, safety and welfare by the regular assessment of workplace risks and the monitoring of the effectiveness of control measures;
  • Ensuring all employees within the Directorate are adequately trained and competent to carry out their respective duties;
  • Complying with all other statutory health and safety regulations.
