In respect of works to be undertaken by developers either on the public highway or on highway that is to be adopted, formulate, apply and manage sufficient technical, financial and legal mechanisms and resources to:

  1. Secure fit-for purpose quality
  2. Minimise the whole-life cost to the Council
  3. Maximise the whole life benefits for the people of Lambeth


Key Unit Accountabilities



  1. Provide technical advice to planning officers at pre-planning and at planning approval stages on the suitability of developers’ proposals in respect of new or modified highways including their suitability for adoption.
  2. In consultation with the Highway Asset Manager, operate the technical approval process for third party applications for modifications and additions to the Council’s highway asset
  3. Manage applications and liaise between developers and interested parties to minimise disruption during works.
  4. Lead on the drafting of Section 38 and Section 278 highway adoption agreements and on Section 50 licences relating to developers’ works 
  5. Lead on the procurement of works and services to undertake works covered by a S278 agreement
  6. For programmed work that the team leader has directed is to be subject to formal project governance, prepare (a) monthly scheme progress reports (b) monthly cost plans, (c) quarterly performance indicators and (d) risk registers
  7. Attend magistrate’s court as a witness for the drafting of legal agreements
  8. Work closely with key external partners/partnerships to ensure disruption to developments is removed or minimised.
  9. With regards to LoPS, be the Promoter for development related works, ensuring that all processes are complied with (eg PAA, trench-sharing) and that the highway authority’s interests are protected (eg that the S58 process is followed).
  10. Be responsible for providing the Asset Manager with all data (including as-built drawings) that is required to maintain accuracy of the asset management database (currently Symology). 
  11. Regularly attend public meetings involving elected Council members and directors as and when required



  1. In consultation with the Highway Contracts Manager, operate effective contract management for all consultants and contractors employed by the post-holder
  2. Provide Line Management and support staff, proactively encouraging learning and development and ensuring all relevant HR processes and polices are adhere to, including, but not limited to, work allocation, performance, 1-2-1s, sickness returns, annual leave management.



  1. Using the baseline annual budget supplied by the Highway Contracts Manager, create the baseline cost and income plan for the post-holder’s area of responsibility. Once approved, maintain regular and accurate financial and non-financial reporting, including analysis and evaluation on the current and forecasted work programmes, to provide an accurate reflection of progress
  2. Manage income opportunities in relation to development work and external grant funding 
  3. Be responsible the pricing of developer-related work, securing the services of cost consultants as required


Health & Safety

17.    In respect of development-related works:

  1. Ensure that all the postholder’s own and instructed activities meet Health and Safety requirements and regulations, including CDM and HASAW regulations 
  2. fulfil all requirements of the Client role as specified in the Construction Design Management Regulations. 
  3. Be responsible for writing risk assessments and method statements (RAMS)  and for approving/rejecting those submitted by others 
  4. Ensure that all direct reports have been issued with, and use, personal prospection equipment stated in relevant RAMS
  5. Monitor sites and address any issues arising with a view to maintaining safe working practices and protecting the highway, pursuing enforcement action where necessary


  1. Work flexibly in undertaking the duties and responsibilities of this job, and participate as required in multi-disciplinary cross-department and cross-organisational groups and task teams.
  2. Take responsibility, relevant to the post, for ensuring that Council statutes and government legislation is upheld. This includes, amongst others; Management Compliance Charter, Environmental Policy, Data Protection Act, Race Equality Action Plan, Quality Assurance Plan, Health & Safety, Sustainable Construction and Recycling.
  3. Take responsibility, appropriate to the post for tackling racism and promoting good race, ethnic and community relations
  4. Be available to attend stakeholder meetings which may be out of normal working hours.




Development Related Works Coordinator (PO3)

Preferably, a relevant degree or professional qualification or an equivalent combination of qualification and experience together with demonstrable skills and aptitude.
