Job Purpose 

  • To provide high quality HR Advice to Thurrock Council 
  • To ensure a high quality level of HR support to the Pay Review Project
  • To deliver staff and TU consultation requirements as part of the Pay Review Project.


Key corporate accontablilities

  • To work with colleagues to achieve service plan objectives/targets linked to the People Strategy. 
  • To participate in One to One Performance Development Reviews/Appraisals and contribute to the identification of your own team development needs. 
  • To actively promote the COuncils Equal Opportunity Policy and Diversity Strategy and observe the standard of conduct which prevents discrimination taking place.
  • To ensure full compliance with the Health and Safety at work Act 1974 ect., the council's Heath and Safety Policy and all locally agreed safe nethods of work. 
  • To fully understand and be aware of the commitment to Section 17 of the 'Duty of Crime and Disorder Act 1998 to prevent crime and disorder'.
  • At the discretion of the line manager, such other activities as may be agreed consistent with the nature of the job described above. 


Key service-related accountabilities

  • To assist in the delivery of development and implementation of Organisational Development, Policies and Procedures to accommodate the needs of Departments in line with the Corporate Agenda.
  • To provide a comprehensive, high quality and efficient human resource advisory service to customers, ensuring that management needs are met within corporate policy goals.
  • To provide a human resource consultancy service to Directors, Assistant Directors and managers across the organisation.
  •  In line with HR and corporate strategies, be involved in developing systems and practices which will secure the effective delivery of services, and to take the lead on such projects as directed.
  • Providing advice on complex employment issues.
  • To work with colleagues from Human Resources to ensure consistency of advice and approach across the Council, in all directorates.
  • To maintain an up to date working knowledge of Employment Legislation, case law and conditions of service matters with a particular emphasis on Diversity.
  • To assist/lead on consultation and negotiation arrangements with the trade unions and professional associations in order to secure effective employee relations.
  • To build effective relationships with all Human Resource Service receivers including elected Members, School Governing bodies, Employees, Trade Unions, National Employer’s Organisations and other appropriate contacts and networks.
  • To prepare and present management reports as appropriate.
  • To ensure that up-to-date and correct Human Resource related statistical Information and reports are readily available for Corporate Directors and Directorate Management Teams by maintaining Human Resource systems.
  • To provide an effective and responsive HR service to our internal and external clients.
