Integrated Brokerage Quality Assurance Officer

Main purpose of post

To manage and oversee the day to day delivery of a brokerage service, delivering value for money.  

To promote and oversee the development of brokerage assurance and quality systems to drive continuous service improvement.

To undertake the line management and supervision of staff.

Key Responsibilities       Operational

  1. To research, collate, analyse and report on service provision and performance data to inform and assist management in their decision making.  This includes the use of financial models to gather information from providers to ascertain value for money.
  2. To contribute to action plans detailing any area of concerns and recommendations for remedial action to improve quality.
  3. To be responsible for the overall management of the extra care schemes and allocation process to minimise voids.  Take responsibility for arranging and chairing allocations meetings.  This includes liaising with care management to terminate tenancy in a timely manner and creating workbooks.    
  4. To run standard reports and provide analysis of statistical data on domiciliary care, residential and nursing.  This will include; identifying trends and proposing solutions where problems are identified.
  5. To make arrangements to facilitate the timely discharge of patients from hospitals at the weekend or outside of normal working hours. 
  6. To provide advice, guidance and support regarding all matters in relation to placements and resources to all relevant staff and partners.  This includes advising on processes and procedures, including approval processes, following up queries and challenging staff when process is not followed or issues arise.  
  7. To undertake quality assurance checks of cases going to resource panel.
  8. To attend resource panels with Head of Service and Service Managers, providing guidance and advice on complex care packages, capturing panel decisions, panel returns and allocation of work to relevant staff officers. 
  9. To maintain an awareness of issues or risk relevant to the Integrated Brokerage Service.  You will exercise the proper care in carrying out actions to mitigate such risks as directed by your line manager or by corporate or departmental policy.
  10. To undertake the line management and supervision of brokerage staff 
  11. To provide reasonable cover in the absence of colleagues and/or your line manager and in conjunction with colleagues at the same level.
  12. To manage the use of the block contracts to minimise voids. 
  13. To audit direct payment usage and take appropriate action where irregularities have been identified and cases escalated.
  14. To authorise expenditure in accordance with guidelines and authorization limits whilst ensuring financial propriety.
  15. To record work undertaken accurately on IT systems, including Mosaic and Oracle and monitor the accuracy of recording for those staff that you manage. 
  16. To raise safeguarding concerns to the relevant Head of Service/Service Manager and through the provider concerns policy, contribute to decisions made about service provider suspension and contribute to ongoing investigations, improvements/actions to be taken and agreed outcomes to be met by the provider.

Partnership working

  1. To work with commissioning colleagues to develop the market for the provision of services for specialist and complex needs through effective relationship building, negotiation of cost and assuring quality. 
  2. To work closely with care management and commissioning colleagues to support the commissioning of services that meet the needs of service users.
  3. To facilitate a partnership approach when seeking to improve services.
  4. To work with care managers and brokerage staff to identify gaps in the market and work with commissioners to develop the market to meet the needs of service users.
  5. To resolve escalated invoice queries for services purchased, relating to providers or service users and to regularly meet with Finance Managers to resolve invoicing queries.
  6. To take into account feedback from service users and carers when undertaking monitoring and compliance activities and in conjunction with your manager liaise with procurement officers to inform their work on service specification and standards set for new contracts. 
  7. To keep up to date with local and national developments relating to commissioning and contracting of care provisions.

 

Developmental

  1. To support the development of new procedures and policies for staff on process and systems changes.
  2. To maintain awareness of good practice in relation to Quality Assurance as it applies to the delivery of care provisions.  
  3. To manage a risk-based approach to the monitoring of direct payments through a risk management framework to identify and deal with irregularities with the usage of direct payments funds.  

 

General Duties

  1. To carry out duties of the post in accordance with the Care Act, Mental Capacity Act, Data Protections Act, the Computer Misuse Act, the Health and Safety at Work Act, and other relevant legislation, as well as Council policies, procedures, Standing orders and Financial Regulations.
  2. To report and respond as appropriate to safeguarding concerns relating to children or adults that may be identified and contribute as appropriate to the investigation of those concerns
  3. To carry out the duties and responsibilities of the post with full regard to the Council’s Equal Opportunities Policy and any other council policies and good practice and guidelines and adhere to the Code of Conduct.
  4. To take responsibility appropriate to the post for tackling racism and promoting good race ethnic and community relationships.
  5. You will take reasonable steps to ensure your awareness of any issues identified in strategic or operational risk registers that impact on, or might be impacted on by the performance of your duties.  You will exercise the proper care in carrying out actions to mitigate such risks as directed by your line manager or by corporate or departmental policies.
