Job Description

To support an integrated HR Shared Service delivery to customers by supervising the team to deliver a high quality payroll service and contribute to the long term development of the HR function, ensuring a consistently high level of customer care is provided to all individuals who use the service.

 

 

SUPERVISORY RESPONSIBILITES

 

 

To Whom:  Payroll Manager

For Whom: Full people management of Payroll Advisors, HR Shared Services Assistants and Apprentices within the team.

 

 

MAIN RESPONSIBILITIES

 

Classification: OFFICIAL

Full people management responsibility including recruitment, development, training, performance management and attendance management.

 

?

Develop and maintain a culture of continual improvement, leading the team in the effective streamlining of processes and procedures to achieve efficiency savings while improving and developing the service.

 

?

Initiate, lead and participate in projects, in the team and with Council colleagues and actively progress and implement agreed recommendations arising from project work.

 

?

 

Ensure all team performance measures, management reports, statutory returns and statistics are completed accurately and on time.  

?

 

Collate, analyse and interpret performance information to support the improvement, efficiency and effectiveness of service delivery.

?

Ensure all control procedures are implemented, monitored and assessed to ensure compliance and accuracy.

 

?

Plays an active part in internal and external audits relating to the HR Operations Service, ensuring compliance and implementing any recommendations.

 

?

Lead and communicate on changes in legislation and policies and procedures that impact on service provided.

 

?

 

To lead on team meetings to work within a team culture providing support and encouragement to all team members regardless of job role. To develop positive and professional relationships with all team members.

?

Represent the HR Shared Services Team both internally and external to meet the demands of the service.

 

?

Develop and enhance working relationships with customers, colleagues and external agencies through regular telephone and face to face reviews. 

 

?

 

Delivering a high standard of customer service by quickly and accurately responding to requests from internal and external sources within defined service levels.

?

Ensure continuous self development of knowledge around legislation and contractual changes affecting role.

 

?

 

Undertake other related duties as directed by the Payroll Manager.

?

 

Understand and comply with the City Council’s environmental policies.

?

 

Comply with all Health & Safety policies and legislation in performance of the duties of the post.

Work with information technology and associated systems in accordance with
