Purpose of the Job

To support Senior Procurement Officers in the award of contracts to effect the best value for money arrangements for the Council. The post will provide support in all procurement activities including tender preparation, award of contracts and all related processes.


Specific Accountabilities:

  • Support the Chief Officer and Senior Procurement Officers in achieving Best Value through the development and delivery of a Corporate Procurement strategy.
  • Support the development of a forward plan of Category reviews of key spend areas to identify savings opportunities.
  • Assist in the delivery and reporting of Social Value via the Social Value portal, including from the Council’s own activities.
  • Support Senior Procurement Officers to ensure the Council maximises its delivery of Social Value
  • Support all officers to maximise the delivery of Social Value.
  • Support the development of a forward plan of Category reviews of key spend areas to identify savings opportunities.
  • Support Senior Procurement Officers with modernising and simplifying all procurement processes, templates and systems.
  • Support the development and monitoring of a set of performance Indicators for use across the Council to monitor the professional, efficient and compliant delivery of procurement.
  • As part of a small team, you will work closely with Senior Procurement Officers, assisting them in aspects of their duties whilst also undertaking duties of your own, which include the preparation of tender documents, awarding contracts.
  • Compare offers in a meaningful and accurate way, capturing whole life matters by applying suitable evaluation criteria including social value, quality aspects and levels of service, reliability, references, qualifications, capacity and management.
  • Publish contract award notices, inform successful and unsuccessful tenderers of the outcome of the tender, explain the award process and when necessary provide further detail to unsuccessful tenderers.
  • Conduct price and service reviews and assist in dealing with any aspects of non-performance.
  • Maintain documents and accurate records relating to contractual issues.
  • Recognise unusual or irregular circumstances occurring within contracts and report to Senior Procurement Officers.
  • Ensure that tenders are conducted in an environment of open competition and that legislative requirements are met.
  • Prepare comparative data to check the general competitiveness of any contract arrangements.
  • Knowledge of appropriate Frameworks to support procurement exercises where appropriate.
  • Collate market intelligence through contact with companies and independent source.
  • Participate in supplier visits to assist with assessment of the capabilities of companies. Arranging for samples of new materials to be provided and evaluated.
  • Work with the Councils e-procurement system (In-Tend)
  • Support the development and maintenance of a One Council contract register and spend analysis.
  • Assist with the management of Councils Procurement initiative tracker, for the monitoring of, and reporting the delivery of savings, benefits and value from Procurement activity.
  • Assist with the management of a Corporate Spend and Contract Dashboard.
  • Support Senior Procurement Officers to ensure the Councils compliance with Procurement Legislation, the Transparency Code, Contract Standing orders, and gateways is met
  • Supporting contract management in strategic supplier relationship programmes to ensure that any anticipated benefits and value are delivered
  • Working with neighbouring authorities to share and collaborate on the delivery of additional value and innovation that supports the reduction of demand to Council services.
  • Supporting Directorates with market engagement events, as well as supporting market shaping and market signalling activity.
