Job Purpose

 

 

To assist the Head of Shared Financial Services to provide high quality accountancy services to South Ribble and Chorley Councils ensuring that the Shared Service Arrangement (SSA) meets its responsibilities to the SSA Joint Management Committee (JMC).  This post will be substantively based at either South Ribble or Chorley but the post holder may be required to work from either base depending on the needs of the service.

 

 

 

Responsibilities & Duties

 

 

  1. Proactively supporting the Head of Shared Financial Services in the delivery of the Shared Financial Services Business Improvement Plan Projects.

 

  1. Proactively supporting the Head of Shared Financial Services in devising and delivering the Transformation Strategies/Budget Efficiency Programmes within both Council’s Medium Term Financial Strategy and budget.

 

  1. Duties in respect of (1) and (2) above will include:
  • understanding the Council’s corporate plans and their financial implications;
  • proactively carrying out research;
  • using project management methodology;
  • liaising with, and reporting to, the Shared Financial Services Management Team;
  • attending relevant SFS project boards;
  • liaising with Directors and Heads of Services and budget holders to assess the possible impact of financial budget reductions proposals on services;
  • Liaising with Management Accountants in identification of budget efficiency opportunities.

 

  1. Proactively supporting the Head of Shared Financial Services in ensuring that SFS service is creative and innovative in supporting the respective Council’s to achieve their organisational and service objectives.

 

  1. Contributing professional management accountancy support to the development of corporate and service business cases for relevant improvement projects and efficiency service reviews.

 

  1. Preparing and, where appropriate, presenting clear financial and management accounting reports in accordance with corporate and statutory requirements.

 

  1. Providing timely and accurate financial comments to service directorate reports.

 

  1. Provision of a management accountancy service for directorates as and when required.

 

 

 

 

Corporate Responsibilities

 

 

Be responsible for the efficient and effective management and delivery of the Team’s services.

 

Promote the Council’s Values and behaves in line with the Corporate Competency Framework.

 

Carry out timely team briefs which include the cascading of the monthly core brief to the Team.

 

Assist the Head of Service to produce, develop, monitor and review business improvement plans to enable the achievement of the Council’s strategic objectives and the provision of high quality services.

 

Assist the Head of Service to prepare annual estimates for the income and expenditure of the Team, monitor the Team’s expenditure against budget and take all necessary corrective action.

 

Provide support and advice to Members in relation to services provided by the Team including the preparation of committee reports.

 

Be responsible for ensuring:

  1. that the Council’s financial systems and regulations are adhered to; and
  2. the security and maintenance of equipment and/or premises which are the responsibility of the Team.

 

Foster the development of a culture and management process within the Team which is customer focused, committed to securing value for money and to providing high quality services.

 

Manage the activities of the Team in accordance with both the corporate and the Directorate’s Health and Safety policies and supporting procedures and in particular:

  • to promote and apply good standards of health, safety and welfare by the regular assessment of workplace risks and the monitoring of the effectiveness of control measures;
  • to ensure all relevant employees within the Directorate are adequately trained and competent to carry out their respective duties; and
  • to comply with all other statutory health and safety regulations.
