Purpose of role:

  • To work with the YFSS YOU Referral Order, Reparation and Volunteers Coordinating [RORVC] Senior as part of a dedicated Referral Order, Volunteer and Reparation Section within the YFSS YOU to ensure that Enfield YFSS YOU has reparation placements sourced, risk assessed and utilised and that young people are booked onto reparation at these venues and their attendance / none attendance is recorded and communicated to the case manager. To undertake all of the preparatory work in regard to all YFSS YOU clients attending reparation sessions, ensuring relevant partner agencies and staff are informed of all the necessary information regarding young people. Ensuring the production of all relevant paperwork pertaining to the young person’s activity, including risk assessments and feedback forms and ensuring that all Reparation activity available and booked, is of the highest standards.
  • To work with the YFSS YOU RORVC Senior to ensure that Enfield YFSS YOU has Referral Order Panel volunteers and venues booked to ensure that Referral Order Panels go ahead and that clients, victims and workers etc are invited ensuring that all work done in preparation for Referral Order Panels is of the highest standards.
  • To work with the YFSS YOU RORVC Senior to ensure that Enfield YFSS YOU has a cadre of trained and dedicated volunteers who are utilised to ensure that all activities requiring volunteers have the correct volunteers as required ensuring that all work done in preparation for such activities is of the highest standards.
  • To work with the YFSS YOU RORVC Senior to ensure that Enfield YFSS YOU has an ongoing cadre of students and volunteers under training and that these students and volunteers are supported and that they are trained to the highest standards.
  • To communicate verbally and in writing with, and be the first and single point of contact for; reparation placements, volunteers, students and trainees and in relation to panels and reparation, case managers, service users and their parents and all relevant partner agencies on behalf of Enfield Youth and Family Support Service.
  • To support all aspects of YFSS YOU work in regard to reparation placements and delivery, panels, volunteers and students e.g. training, logistical and administrative activities, advice and data inputting to support the RORVC Senior, YFSS YOU Management and Staff Team in all related matters as part of the aims and objectives of Enfield YFSS YOU.



  • To work with the YFSS YOU RORVC Senior and with managers, case managers, service users, service providers, the YJB and other YFSS YOU’S to ensure that all aspects of the logistical and administrative work done in relation to Referral Order panels and reparation activities and volunteer and student recruitment, retention and operational delivery is completed to the very highest standards and is fully compliant to Enfield YFSS YOU policy and procedure. To carry out all pre and post reparation and panel work e.g. recording all outcomes on the systems and liaising with advising; managers, case managers, other YOTs, the YJB and MoJ regarding case outcomes.
  • To work with YFSS YOU clients and their parents, who may display angry, aggressive and abusive behaviour both in the YFSS YOU office, reparation sites and in their own homes in order to ensure the delivery of reparation and Referral Order panels.
  • To identify, secure, risk assess, quality assure and performance manage and monitor reparation sites and activities to ensure adequate safe sites for young people to work on and deliver reparation. 
  • To assist staff with all of the preparatory work regarding all YFSS YOU clients attending reparation activities.  Identifying and placing young people in reparation sites in accordance with the Enfield YFSS YOU risk matrix thus ensuring that young people are placed in a safe and relevant environment and that all young people are offered a reparation placement that will be timely to their specific order.  Monitoring the placements and the activity delivered ensuring that all feedback is gathered from service providers and service users and recorded and disseminated to the relevant member of staff and recorded on the relevant database.
  • To quality assure all work going to service providers and service users e.g. ensuring reparation information packs and volunteer information packs are of the highest standards and informing the YFSS YOU Management Team of any matters of concern or of anything requiring remedial action ensuring that Enfield YFSS YOU is only presenting work of the highest standard
  • To ensure that all panels are booked with a venue and with sufficient volunteers and that all attendees are invited
  • To book training for volunteers ensuring that all administration in regard to training is off the highest standard. 
  • Advise staff and management on all aspects of volunteer, reparation and panel work especially regarding the support, development and mentoring of newly recruited workers and students etc in all aspects of the work.
  • To work with the RORVC Senior Officer and YFSS YOU Management Team to further develop and maintain efficient Referral Order, volunteer and reparation systems and support the RORVC Senior Officer in presenting and developing up to date guidance and information to all staff and volunteers, service users and service providers, in relation to changes in any process or procedures likely to affect the work of YFSS YOU staff in relation to panels and reparation systems
  • To attend all general meetings associated with the role and attend various fora discussing panel and reparation work as and when required.


Qualifications, Knowledge, Skills, Abilities and Competencies. 

Essential Knowledge, skills, abilities and competencies.


  • Educated to a very good standard in English and Maths with further qualifications that demonstrate a commitment to continued personal and professional development and the capacity to understand complex, abstract issues and complete written work to a very good standard. Must have a very good level of written and verbal communication and presentation skills with a very good demonstrable knowledge and experience of IT use and administrative systems.


  • A good knowledge and understanding of the Youth Justice System and its aims and of child protection and welfare and criminal justice law as it pertains to young people with a good demonstrable knowledge of the issues affecting children and young people, particularly young offenders. Must have demonstrable knowledge of such issues as Criminal Justice and Welfare Legislation, Case Management, Recording and Quality Assurance. Must also have a very good demonstrable knowledge of Anti-Discriminatory and Anti Oppressive practice together with an ability to integrate these into all areas of practice. Must be IT literate with a high level of skill in programs and data bases such as Microsoft and CVYJ Microsoft Excel.packages 


  • Significant demonstrable experience of working both in, and with, Children’s and Youth Services, preferably with young offenders, and experience of working in a very busy and challenging environment and working to deadlines in a high performing team with high standards of quality. Experience of producing, monitoring and updating complex database systems and the production of statistics therein. Must be able to work to policies and procedures whilst working under own initiative.

Very able to communicate and develop relationships with a range of clients and professionals and to adhere to personal and professional boundaries with an ability to produce work to a very high standard within deadlines in a fast paced environment. Must have the ability to work in a non-oppressive, non-discriminatory manner with colleagues and service users, valuing difference and ensuring appropriate delivery of service according to individual identified need.
