Duties and Responsibilities: 

Support the Steering Group in delivering the pilot/discovery phase (‘step 1) of the National Data Resource: 
• Meet health boards and trusts, undertake gap analysis and start detailed planning. 
• Document infrastructure specifications. 
• Explore undertaking pilot work with some health boards/trusts to share data to identify issues before wider rollout. Use this to start to experiment linking up data, identify issues and explore NDR visual mock ups for different user stories. 

Create an NDR discovery report: 
• User discovery work. Meet with all health boards, trusts, PHW, WG, academia and other users – document user stories, prioritise and create backlog – to inform the development of the NDR. 
o Meet with a range of users at health boards and trusts, e.g. Clinicians 
• Including a range of different specialties 

  • Senior managers 
  • Informatics 
  • Finance 

Meet with researchers, data scientists, document their requirements 

• Detailed technical IT specifications 
• Define best practice, internationally and other industries 
• Define scope of NDR, links with other initiatives, e.g. CDR, PHW – detailed data definition 
• Detailed gap analysis, dataset by dataset (link with user requirements) – existing data warehouse to NDR 
• Define the NDR resource requirements 
• Define ongoing arrangements for academic partnership and building capacity/skill 
• Vision for AI, data science, machine learning – how the NDR will support/harness this 

Skills and Experience 

• Extensive business analysis experience 
• Extensive change management experience 
• Influencing and negotiating skills at a senior level with a range of stakeholders with often competing demands 
• An understanding of health data and health intelligence 
• An understanding of big data technology 
• Process mapping experience 
• User engagement and user requirements elicitation 
• Leading strategic and transformation projects and demonstrated delivery 
• Extensive project management experience and experience of different project management techniques, including Agile 
• Establishing business cases 
• Excellent communication skills – written and verbal 
• Ability to use the Microsoft Office suite to a high standard 
• Experience of research and development in and information environment and identifying best practice 
• Experience of a range of analytical, data science and AI tools and techniques 
• Ability to build and maintain effective working relationships 
• Excellent presentation and facilitation skills 
• Highly motivated to make a difference
