Purpose of Job:

  • To work within the Strategic Change Team to identify lead and manage change projects and programmes to PRINCE2 and MSP standards across Directorates and partner agencies as a result of which those involved with the project see the team as a positive contributor to success.
  • To lead and supervise the work of Project Teams (including any inter-agency teams) comprising operational staff, staff from other organisations, agencies or advisors, support staff and internal and external partners to meet the overall objectives of the projects.
  • To produce and manage relevant documentation and project plans including accurate costed resource planning, and to be responsible for budget management within the project.
  • To ensure that projects deliver to Time, Cost, and Quality and ensure that benefits are realised in line with the Business Case, ensuring projects are handed over once complete.
  • To lead changes of culture and approach with regards to business change projects using relevant techniques to deliver sustainable change and make a positive contribution to the Corporate Strategy. 
  • To operate the established governance arrangements within projects and ensure that key information is presented and decisions sought from the appropriate body at the appropriate time. 

Main Activities & Responsibilities:

  • To direct and lead on major projects, including advising Directors and Members on the strategic direction to ensure the project or programme of work is successfully delivered within agreed timescales and resources and makes a positive contribution to the Corporate Strategy.
  • To direct and lead on projects external to the Council ensuring that an effective process for cost recovery is implemented and agreed.
  • To deliver programme and projects to time, cost and quality using recognised project management techniques.
  • To establish and deliver robust project management procedures and processes within the overall project to ensure that all individual aspects are planned, coordinated and monitored appropriately. 
  • To advise upon areas for improvement to the process to ensure the team is constantly working in the most efficient and beneficial way.
  • To take overall responsibility for the completion of Quality Assurance within the overall project or programme of work. Establish an appropriate Gateway Review process.
  • To report regularly to the Programme Manager and Programme Board and other governance bodies such as Members, SLT and Scrutiny as required, informing them of progress made and any problems or issues which arise.
  • To develop and deliver effective communication and communication plans so that everyone feels informed and involved throughout the project or programme.
  • To provide management, supervision and support to staff seconded to projects ensuring their continued personal and professional development, as appropriate.
  • To provide leadership and guidance to staff outside project teams who are also involved in the project, including systems suppliers, partners, consultants and others ensuring that work is undertaken to appropriate time scales, costs and identified quality standards.
  • To identify and lead on strategic changes in business and operational practices and procedures to effectively deliver the Corporate Strategy.
  • To generate changes in culture and approach as a result of effective change management within projects and programmes, ensuring a sustainable change on handover.
  • To manage the budget allocated to individual projects or phases including the identification and planning of resources though robust resource planning.
  • To ensure the Project owner is informed of resourcing requirements by developing a robust, costed, resources plan with a clear change control process. 
  • To ensure that Health and Safety legislation, procedures and regulations are observed as they relate to the post’s area of responsibility.
  • To attend training courses for staff development programmes relevant to professional growth as a manager, new statutes and departmental initiatives.
  • To attend such County Council Committees, Joint Consultative Committees, District Liaison Bodies, district committees and officer support groups, as directed.
  • To undertake such duties related to the work of the Council as may be assigned which are consistent with the nature of the job and its level of responsibility
