1. PURPOSE OF JOB:

 

 

1.         Manage the day-to-day running of a sheltered scheme, balancing individual choices and age related disability within the philosophy of sheltered housing.

2.         To promote the sheltered housing service to potential tenants by providing a first contact information and advice service.

3.         To support tenants to live independently, and discreetly monitor the skills of daily living, ensuring dignity and choice.

4.         To be available to advocate and advise on matters that influences the tenancy in conjunction with the Estate Management.

5.         Utilise the range of resources to maximise income for the individual and the service.

6.       Must be able to drive and have access to a car as this role is for a mobile officer.

 

4. DUTIES:

 

4.1- Operational

  • Set up Supporting People files for new tenants and maintain ongoing accurate records to carry out an annual review of each tenant’s support needs and to record and act on that assessment.
  • Visit people applying for sheltered housing, assist them with the application, assess their suitability and advise them on a range of services to support independent living making necessary referrals and recommendations. Carry out accompanied viewings with potential tenants to familiarise them with facilities and services.
  • Develop and utilise a full working knowledge of Welfare Benefits, Supporting People framework etc to advise tenants and enable choice and maximise income.
  • Liaise and build a network of contacts to assist the post holder to help maintain independent living, good health and sustained wellbeing for the tenants in the scheme.
  • Advocate on behalf of the tenants e.g. at case conferences.
  • Hand over to Safe & Connected any issues that affect the block or the tenants during the post holder’s absence or on completion of a shift. 
  • Monitor and manage planned maintenance contracts e.g. fire panel, ground maintenance and window cleaning.
  • Promote sheltered housing through positive contact with the community such as participation in working group parties, open days and meetings.
  • To carry out risk assessments within the scheme and grounds.  Make recommendations to the Sheltered Housing Manager and take immediate action where necessary. Notify the Repairs Centre of repairs to the communal areas ensuring urgent attention to defects that may cause harm. To be responsible for bringing any concerns regarding tenants, security, emergencies, complaints or any other matter to the attention of a  Sheltered Housing Manager.
  • Compile a needs assessment for communal areas of the scheme, maintaining an inventory of furniture and equipment and report losses and damage.
  • Carry out routine testing of all urgent call equipment and smoke detectors in each flat and communal areas. Ensure access is restricted to authorised visitors and contractors.
  • Mediate between tenants’ disputes and other neighbour related issues giving impartial advice and involving the Neighbourhood Officer and other agencies as required. Working with challenging tenants to minimise the effect on other tenants in the scheme and manage the day to day issues.
  • Induct new tenants and family members with the equipment and facilities of the scheme.
  • Unobtrusively observe tenants while assessing the risk of daily living activities and the impact on the scheme.
  • Produce reports and collate statistics to support performance related targets and Housing Management targets.        

 

4.2 General

  • To keep up to date with relevant legislation, policies and procedures.
  • To contribute to drafting of policies and procedures for the team.
  • To respond to letters and e-mails.
  • To investigate and respond to councillors and MPs enquiries.
  • To investigate and respond to first stage complaints.
  • To carry out any other duties related to this post / position within the organisation, including covering for colleagues or deputising.
  • To take the necessary action to retain team accreditations.
  • Must have DBS check.
